COLLEGE OF LIBERAL ARTS

SUPPORT FOR MAJOR EXTRAMURAL GRANT DEVELOPMENT

PHASE 1

FALL 2007 Request for Applications

DEADLINE: NOVEMBER 5, 2007

PURPOSE OF THE PROGRAM

The College of Liberal Arts invites proposals to support the development of significant extramural grants that will promote world class scholarship and help to build the grants infrastructure of the college.  Successful proposals will lead to the submission of extramural grants of at least $100,000.  The awarding agency must be one that pays typical F&A costs.  Applications for this CLA internal grant may come from individual faculty or teams of investigators.  If a proposal is developed by a team of investigators that includes faculty outside of CLA, the PI must be a member of the CLA faculty and at least half of the budget for the extramural grant must be allocated within CLA.

Investigators may request up to $15,000 to support the development of a major research grant proposal, which must be submitted within 18 months of the internal award.  The funding may be used for collection of pilot data, course releases, and other costs associated with development of a major proposal.

GENERAL CRITERIA

The proposal must identify a clear match between the proposed work and the funding interests of an extramural entity to which the applicant intends to submit a proposal. The proposal must outline the research or creative activity that will form the basis for the external proposal and clearly indicate how funding from the College will facilitate the major grant submission. In addition, the applicant must be a member of "Community of Science" or "Community of Scholars" (www.cos.com). Funding eligibility is limited to instructional faculty members whose jobs require research or creative activity.

EXTRAMURAL PROPOSAL SUBMISSION REQUIREMENT

If a proposal is funded, the principal investigator must submit an external grant proposal that requests at least $100,000 within 18 months of the award date. If this requirement is not met, the college will recover the grant award amount from the PI’s home department.

PROPOSAL FORMAT

  1. Proposal narratives should be limited to 8 single spaced pages.  The narrative page limit does not include references.
  2. Proposals must include a CLA Application for Major Grant Development Support (which was adapted from the OGRD ‘REX Lite’ form).  This form must be signed by all participating investigators and by their department chairs or directors.  Note that this CLA-internal form should not be submitted to OGRD.

  1. The narrative portion of the proposal should include:

(a)    a description of the scholarly or artistic work to be proposed in the external grant,

(b)   the faculty member’s/team’s relevant previous research or artistic accomplishments,

(c)    the intended agency or foundation targeted for a funding application and a description of a specific funding program that fits the proposed work,

(d)   a budget identifying specifically how the CLA grant development funds will be spent (course buyout, summer support, etc.), and

(e)    a timeline for the proposed work ending with the date an extramural proposal will be delivered to OGRD.

  1. A vita for each PI and Co-PI should be attached to the application.

APPLICATION ASSISTANCE

Proposal pre-screening and development assistance from the CLA Proposal Support Team is strongly recommended.

APPLICATION REVIEW

Applications will be reviewed by a committee consisting of the CLA Proposal Support Team and three senior faculty from CLA who have a history of extramural funding. The committee will review the proposals and make recommendations to the Dean regarding priority for support and the appropriateness of the budget request. Any questions about this grant program and its procedures may be directed to Paul Whitney (pwhitney@wsu.edu 509-335-3702).  Awards will be announced in January 2008.

In evaluating the proposals, consideration will be given to the following:

The likelihood that the proposal will lead to a long-term program of scholarly activity with potential for significant impact and national recognition.

The extent to which the project is integral to the college and unit strategic plans.

The extent to which the project will address specific questions that need to be addressed before a successful, competitive proposal could be submitted. If the project were not funded, would the potential for a successful extramural proposal be diminished?

The extent to which the project will enhance the ability of the College and unit to fulfill its research/educational mission.

The extent to which the program would build capacity to collaborate within the College or across the institution.  The proposed research does not have to be collaborative but it should build the ability of the investigator(s) to bring valuable knowledge and skills to future collaborative activities.

The extent to which the program has a high probability of resulting in significant extramural funding.
